رفيق العظم هو أديب وسياسي سوري بارز، وُلد عام 1867 في دمشق لعائلة أدبية، حيث كان والده الشاعر محمود العظم. منذ صغره، أبدى شغفًا بالأدب والشعر وعلوم اللغة العربية، متأثرًا بشيوخ عصره مثل سليم البخاري وطاهر الجزائري. انخرط العظم في الحركات السياسية التي دعت لإصلاح الخلافة العثمانية، واستطاع بفضل إتقانه للغة التركية أن يكتب مقالات تحارب الاستبداد. بعد ضغوط السلطة، هاجر إلى مصر حيث التقى بكبار الكتاب والسياسيين، ما أثار فيه فكرة الإصلاح السياسي والاجتماعي. عمل على إحياء الوعي القومي العربي من خلال مقالاته في مجلات مرموقة مثل "المقتطف" و"الهلال"، وسعى مع الشيخ رشيد رضا لتأسيس جمعية عربية سرية لتعزيز وحدة العرب. أسس أيضًا "حزب اللامركزية" للحفاظ على حقوق العرب في الدولة العثمانية. استمر في نضاله حتى ساءت صحته، حيث اعتزل العمل وتوفي عام 1925 في القاهرة، تاركًا وراءه إرثًا أدبيًا وفكريًا وسياسيًا مهمًا.
